Chandler PD Arrest Two After Finding $15,000 In Cash As Part Of Ransom Scheme

On August 22, 2023, at 2:40 PM, patrol units responded to Chapman BMW at 7455 W Orchid Lane in reference to a woman receiving a suspicious call.

An elderly female in Prescott Valley claimed that her son was kidnapped and demanded that she deliver $15,000 to the address and hand it over to a person named “Paul.”

A ride-share driver was hired to deliver the envelope to the dealership, but upon arrival, employees informed him that “Paul” worked at a different location.  The driver left the envelope at the dealership and left.


Soon after, two Hispanic males in a white sports car confronted the driver and demanded the envelope. When the dealership discovered the envelope had $15,000, they called the police.

A Chandler Police officer in the area of Priest Road and Ray Road stopped the white sports car. Police took into custody, two males. The suspects were identified as Julio Paulino Rosario, aged 21, and Raul Roque Reyes, aged 22, from the Dominican Republic.

The Financial Crimes Unit was contacted to assist with search warrants for the vehicle and to conduct further follow-up with the Prescott Valley Police Department.

As a result, Rosario was charged with:
1 count of Fraudulent Schemes (ARS: 13-2310A, a class 2 felony)
4 counts of Theft-obtain by misrepresentation (ARS: 13-2802A3, a class 2 felony)
1 count of Participating in or Assisting a Criminal Syndicate (ARS: 13-2308AC, a class 4 felony).

Rosario is being held on a $60,000 bond.

Roque Reyes was charged with:
1 count of Fraudulent Schemes (ARS: 13-2310A, a class 2 felony)
4 counts of Theft-obtained by misrepresentation (ARS: 2802A3, a class 2 felony)
1 count of Participating in or Assisting a Criminal Syndicate (ARS: 13-2308AC, a class 4 felony).
Roque Reyes is being held on a $100,000 bond.
