Phoenix residents will see a phased increase in their monthly solid waste bills after the City Council approved a new rate plan aimed at keeping pace with rising operational costs and future growth.
Under the approved schedule, residential rates will increase by $5 per month in July 2026, bringing the total to $42.32. Additional hikes of $5 in 2027 and $4 in 2028 will follow, raising the monthly cost to $51.32. From 2029 through 2033, annual adjustments tied to inflation may be applied, though they will be capped at 5% and subject to yearly financial review.
City officials emphasized that the final plan reflects community input gathered earlier this year. After hosting public information sessions and reviewing survey responses, the Public Works Department revised its original proposal—reducing the total increase over three years from $17 to $14.
Public Works Director Felipe Moreno said the changes are necessary to maintain reliable service while addressing inflation and population growth. He noted that the updated rate structure is designed to support ongoing waste collection operations and long-term planning efforts.
The plan also includes changes intended to offset costs for some residents. The monthly fee for green organics collection will be set at one-fourth of the standard solid waste rate, equating to $10.58 starting in July 2026. Meanwhile, customers participating in the “Save As You Reduce & Recycle” (SAY R&R) program will see their monthly discount increase from $3 to $5 if they opt for a smaller, 60-gallon trash container.
In addition, the city is boosting financial assistance for residents struggling to pay utility bills. Phoenix will double its contribution to Project Assist, bringing its annual support to $440,000 for the program, which provides aid to qualifying households.
