Yuma Business Owner Pleads Guilty to Federal Tax Evasion

Faces up to five years in prison for failing to pay IRS employment taxes

PHOENIX, Ariz. — A Yuma business owner has pleaded guilty in a federal tax evasion case, the U.S. Attorney’s Office for the District of Arizona announced Tuesday.

Philip Kevin Clark, 61, admitted to failing to pay nearly $400,000 in employment taxes that he withheld from his employees’ paychecks between 2017 and 2021. He owns a water company based in Yuma.

Clark is scheduled to be sentenced on July 28. He faces a maximum of five years in prison and a fine of up to $250,000.


According to prosecutors, Clark deducted $395,250 in payroll taxes from his employees over several years but failed to remit the funds to the Internal Revenue Service.

The case was investigated by the IRS Criminal Investigation Division at the Phoenix Field Office.
