PHOENIX — Construction has officially begun on Cross Winds @ Three Star Pointe, a new affordable housing project in Surprise designed to support low-income families and individuals experiencing homelessness.
Located near El Mirage and Bell roads, the community will feature 45 three-bedroom rental townhomes. Thirteen units will be reserved for short-term housing (6-12 months) for individuals transitioning from homelessness, while the remaining 32 will serve families earning at or below 60% of the area median income.
Amenities and Community Support
Cross Winds @ Three Star Pointe offers more than housing. Residents will enjoy amenities such as a playground, pickleball court, and barbecue area. The community will also provide access to job readiness and financial planning classes, as well as monthly healthcare services through Native American Connection’s Mobile Health Initiative.
Collaborative Effort
The $28.5 million project is funded through partnerships with Native American Connections, Maricopa County, the cities of Surprise and Avondale, and the West Valley Collaboration. Maricopa County is contributing over $16 million from federal programs, while Surprise is providing nearly $800,000 from HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds.

Scheduled for completion by the end of 2026, the project aims to transform lives by offering safe, supportive housing and fostering a sense of community.

The community will be conveniently located within walking distance of a park, grocery stores, and a library, ensuring residents have easy access to essential services and recreational opportunities.
