The City of Phoenix has appointed Ginger Spencer as its newest assistant city manager, selecting a seasoned public administrator with 28 years of experience to help guide the city’s operations. She succeeds Inger Erickson, who retired in October after a long career in municipal service.
Spencer most recently served more than four years as deputy city manager and previously led the Public Works Department, where she oversaw major sustainability and service-delivery initiatives. Her career spans a wide range of leadership roles, including director of the Family Advocacy Center, arts and culture administrator and special assistant to the city manager.
City Manager Ed Zuercher said Spencer’s background and deep familiarity with Phoenix’s operations made her well suited for the role, highlighting her ability to navigate complex projects and collaborate across departments.
A Phoenix native and graduate of Alhambra High School, Spencer holds a bachelor’s degree from Arizona State University and a master’s degree in public policy and management from Carnegie Mellon University. She also serves on several community and professional boards, including the Arizona City/County Management Association, The Recycling Partnership and the Arizona Science Center.
Her work has been recognized by organizations nationwide, with honors ranging from the Phoenix Business Journal’s “40 Under 40” list to the American Public Works Association’s Top 10 Public Works Leaders award.
Spencer said she looks forward to continuing her service to residents in her new capacity and partnering with city staff to advance priorities focused on equity, sustainability and community wellbeing.
