Phoenix Shifts Transit Plans, Ends Capitol Extension to Focus on West Phoenix Corridor

City leaders vote to re-evaluate high-capacity transit, prioritizing a new route along Indian School Road to better serve growing demand in west Phoenix.

The future of Phoenix’s light rail expansion took a new turn this week as the City Council voted on Jan. 27, 2026, to redirect focus from the Capitol Extension project toward developing a new high-capacity transit line through west Phoenix.

The decision halts Valley Metro’s progress on the long-planned Capitol Extension (CAPEX), which was intended to extend service from downtown toward the State Capitol area. Instead, city officials will prioritize planning for a proposed corridor along Indian School Road, citing a need to address mobility challenges and meet increasing transportation demand in the region.

According to the City of Phoenix and Valley Metro, the West Phoenix corridor will undergo detailed evaluation and design planning in partnership with the Federal Transit Administration. Community engagement will play a central role, with upcoming outreach efforts aimed at gathering input from residents, businesses, and local stakeholders along the proposed route.
