Phoenix Launches The Moreland: A New Chapter in Downtown Affordable Housing

The 237-unit development marks a major investment in equitable housing and community growth in the city’s urban core.

The City of Phoenix has broken ground on The Moreland, a landmark affordable housing community set to reshape the downtown landscape. Located at 325 E. Moreland Street, the project will deliver 237 new apartment homes aimed at providing affordable and workforce housing options for Phoenix families.

City leaders, developers, and community members gathered to celebrate the milestone, which represents the city’s continued push to expand access to quality housing amid rising costs. Mayor Kate Gallego said the development underscores Phoenix’s ongoing commitment to building inclusive neighborhoods where residents of all incomes can thrive.

Vice Mayor Kesha Hodge Washington added that the initiative highlights the city’s broader vision of ensuring every resident has a stable, dignified home.

The Moreland will be developed in partnership with Brinshore Development, a firm known for its community-centered housing projects across the country. Co-founding Principal Richard Sciortino emphasized the years of collaboration and planning behind the effort, calling it a “testament to shared vision and long-term impact.”

Spread across three modern buildings, The Moreland will offer studios and one- to three-bedroom apartments, with amenities that include community rooms, fitness centers, youth spaces, and a parking garage. Residents will also have access to onsite supportive services such as career coaching, counseling, technology assistance, and financial education.

The project will be built in two phases—132 units in the first phase and 105 in the second—with completion of Phase I expected by December 2027.

Once finished, The Moreland is expected to stand as a model for how cities can address housing affordability while fostering a strong sense of community and opportunity.
