The City of Phoenix has unveiled a new multilingual reporting system aimed at helping residents document concerns involving federal enforcement activity within city limits, part of a broader effort officials say is focused on transparency and accountability.
Announced Monday, the Federal Enforcement Complaint Reporting Portal was developed under Phoenix’s Community Transparency Initiative, a city-backed framework created in response to growing public concern over the impact of federal enforcement actions on neighborhoods, families and municipal services.
City officials said the portal gives residents a secure way to report incidents involving potential civil rights violations or actions they believe may have exceeded lawful authority. Complaints and supporting documentation submitted through the system will be collected by the Office of Accountability and Transparency and reviewed by the Phoenix Police Department’s Special Investigations Detail to determine whether further investigation is warranted.
According to the city, complaints could also be referred to outside agencies for possible criminal review or shared directly with the appropriate federal agency for additional investigation. Officials said all reports will also be preserved and made available to the Arizona Attorney General’s Office.
The initiative was approved by the Phoenix City Council after months of community feedback surrounding federal enforcement operations across the city. Leaders said the goal is to preserve evidence, improve public communication and maintain trust between residents and local government during periods of heightened federal activity.
Among the portal’s primary functions are documenting community concerns, preserving evidence for future review, improving multilingual access to reporting resources and supporting civil rights protections for Phoenix residents.
Office of Accountability and Transparency Director Shannon Johanni said the platform is intended to encourage residents to report incidents without fear.
“The portal empowers residents to speak up safely and helps the City respond with clarity, accountability, and compassion,” Johanni said in a statement. “Every report strengthens our understanding of what is happening in our neighborhoods and how we can better protect the rights of all Phoenix residents.”
The reporting portal is one component of the city’s broader Community Transparency Initiative, which also includes employee training, expanded data tracking, public resource materials and updated standards governing the use of city property during federal operations.
