The Phoenix Fire Department (PFD) has successfully concluded a series of intensive search and rescue training sessions aimed at enhancing the proficiency and effectiveness of its personnel. Initiated in the fall of 2023, this training program encompassed various levels of the organization, including regional Battalion Chief training, Captains tactical training, and crew development training.
The crew development training was structured into three segments: classroom sessions, hands-on practice, and a 3-1 house fire drill with victims. The drills, which took place between December 2023 and March 2024, involved 343 units, including Engines, Heavy Rescues, Ladders, and Rescues. These sessions were meticulously designed to simulate real-life scenarios, providing participants with the opportunity to practice and refine their skills in a controlled environment.
The training was conducted at the PFD’s Special Operations Campus, utilizing a simulated residential structure known as the “money pit.” This single-story, 1,600 square-foot house was fully furnished and featured three bedrooms, two bathrooms, and an attached garage. Victims were strategically placed throughout the structure to create realistic search and rescue conditions.
During the drills, crews were tasked with establishing a water supply, deploying charged hose lines, and forcing entry into the structure. The use of smoke machines and a Fire Board added to the realism, simulating fire conditions that firefighters might encounter in actual emergencies. Training captains facilitated the drills to ensure consistency and the achievement of training objectives.
The primary goals of the training were to reinforce skills and task-level actions, including continuous size-up of incidents from both exterior and interior positions, effective communication on the tactical channel and within crews, efficient search techniques for residential structures, and optimal victim removal methods. The incident scenarios progressed until all victims were safely removed, and an “All Clear” was declared.
Throughout the training, the PFD collected and analyzed multiple data points to assess performance and identify areas for improvement. These data points included air management, crew dynamics, forcible entry times, time to locate victims, removal times and methods, and time to declare an all-clear of the structure. The comprehensive data collection enabled the department to pinpoint strengths and weaknesses in both individual and crew performances.
By leveraging this data, training coordinators are developing future training programs to reinforce best practices, reemphasize critical skills, and address any identified deficiencies. This continuous improvement approach ensures that the Phoenix Fire Department maintains high proficiency levels in search and rescue operations, ultimately enhancing the safety and effectiveness of its emergency response efforts.
