PCSO Partners with ADOT’s “Blue Envelope Program” to Support Drivers on the Autism Spectrum

New Initiative Enhances Communication and Safety for Autistic Drivers During Traffic Stops

The Pinal County Sheriff’s Office is thrilled to announce its collaboration with the Arizona Department of Transportation (ADOT) on the “Blue Envelope Program,” a groundbreaking initiative aimed at easing the stress of traffic stops for drivers on the autism spectrum by providing a structured and clear means of communication with law enforcement officers.

Key Features of the Blue Envelope:

  • Centralized Document Storage: The blue envelope serves as a single location to store vehicle registration and insurance information.
  • Clear Instructions: It includes written instructions for both the driver and law enforcement to facilitate communication, reduce stress, and ensure safety during traffic stops.

Instructions for Drivers:


  • Upon seeing flashing red and blue lights or if an officer shines a flashlight into the car, drivers should keep their hands on the steering wheel and inform the officer, “I have a blue envelope.”
  • The driver should then follow the instructions, such as keeping hands visible and handing over the blue envelope upon request.
  • The officer will return to their vehicle to review the information and provide further instructions.

Availability:

  • Blue envelopes are available at all ADOT Motor Vehicle Division (MVD) locations.
  • A limited supply can also be found at various PCSO substations, including Florence, Arizona City, San Manuel, San Tan Valley, Gold Canyon, and Casa Grande.
