As of January 1, 2025, off-road vehicle drivers in Arizona must complete an online safety course to register or renew their off-highway vehicle (OHV) registrations.
The new rule, introduced by the Arizona Department of Transportation (ADOT) and the Motor Vehicle Division (MVD), addresses safety concerns following a significant increase in off-road activity since the pandemic.
Rising Off-Road Risks
Experienced off-roaders have noticed a rise in accidents involving less experienced drivers. Micke McKenna, a guide with Desert Dog Off Road Adventures, highlighted that many mishaps result from inexperience and high speeds.
“We see a lot of people just rolling over and tipping over,” McKenna said, emphasizing the need for better education on trail safety. In 2023 alone, Arizona recorded 155 off-road crashes, resulting in 25 fatalities.
About the Safety Course
The course consists of a 10-minute instructional video followed by a multiple-choice quiz. At least one registered owner must complete the course, but it only needs to be taken once, regardless of the number of vehicles owned.
There is no additional fee for the training, and ADOT reports that over 2,000 drivers have already completed the course.

The initiative has received praise from community leaders, including Bob Maitzen, President of the Phoenix ATV/UTV Club. Maitzen sees the course as a practical solution to promote safer off-road driving.
“It tells you everything you should be doing on the trail,” Maitzen said, reflecting on his experience taking the course.
Addressing Aggressive Driving
Both McKenna and Maitzen have observed an increase in aggressive trail behavior since the pandemic, posing risks to drivers and others on the trails.
“They’re endangering themselves, and also a lot of people on the trail,” Maitzen said.
Additional Safety Recommendations
While the new course is mandatory, Arizona Game & Fish Department offers optional safety courses that further educate drivers on responsible trail use. These courses are highly recommended for off-road enthusiasts.
