New E-Bike Safety Laws Take Effect in Scottsdale on July 31

City introduces rules to protect youth riders, inform parents, and regulate e-bike sales

SCOTTSDALE — Beginning July 31, new city laws in Scottsdale will impose stricter regulations on e-bike use and sales, particularly for minors. The ordinances, approved by the Scottsdale City Council earlier this month, are aimed at increasing rider safety and improving public awareness around high-speed electric bicycles and motorcycles.

The new rules target riders under the age of 16, businesses selling powerful e-bikes, and the labeling of these devices to ensure compliance and visibility.

Key Rules in Scottsdale’s New E-Bike Ordinances

Under Scottsdale Revised Code 17-77.1, individuals under 16 years old are prohibited from operating class 3 e-bikes — those capable of speeds of 21 mph or more — or electric motorcycles on city property. It also bars the operation of electric motorcycles on public roads unless the vehicle is registered and titled with the state. Violations carry a minimum $100 civil fine.

Code 17-77.2 mandates that retailers post clear signage in their stores notifying customers that those under 16 cannot legally operate class 3 e-bikes or electric motorcycles. Sellers are also required to provide city-approved educational materials at the point of sale to inform buyers — particularly parents and guardians — about local regulations. Violations are considered petty offenses, also punishable by a minimum $100 fine.

Additionally, Code 17-77.3 requires vendors to permanently attach visible labels to class 3 e-bikes. Removing these stickers is illegal, and violations result in similar penalties.

Education and Enforcement Approach

The new policies are the product of collaboration between the city council, city manager’s office, and a range of municipal departments. Officials emphasized that enforcement will go hand-in-hand with public outreach.

The Scottsdale Police Department plans to distribute informational materials to schools to help families understand how the laws affect young riders and which types of vehicles are appropriate for their age.

City officials say the laws are part of a broader initiative to promote safer, more responsible e-bike use throughout Scottsdale — and especially to prevent serious accidents involving minors.
