PHOENIX — Arizona off-highway vehicle (OHV) owners can now access a required safety course online, ahead of a new state law taking effect on January 1, 2025.
The law mandates that at least one owner of an OHV must complete a free, online safety course before registering their vehicle or renewing their OHV decal. The course includes a 10-minute video followed by 20 multiple-choice questions.
What Qualifies as an OHV?
OHVs include motorized vehicles designed or modified for recreational all-terrain use. This category encompasses:
- Utility task vehicles (UTVs)
- All-terrain vehicles (ATVs)
- Off-road motorcycles
- Dune buggies
- Sand rails
Vehicles weighing 2,500 pounds or less must display a valid Arizona OHV decal to operate on public and state trust lands.
How to Take the Course
- The course is available online at AZMVDNOW.gov, the official Arizona Department of Transportation (ADOT) Motor Vehicle Division website.
- Owners can complete the course and register their vehicles through the same platform.
- The Arizona Game and Fish Department developed the course to educate owners on safe and responsible OHV operation.
For those preferring an in-person option, all MVD offices in the state will offer the course. Nonresidents can access it at AZGFD.gov.

Starting January 1, 2025, usage fees will increase for OHV permit zones within Tonto National Forest.
