A former officer with the Phoenix Police Department has been indicted by a grand jury on multiple felony charges, including fraud and theft, following an internal investigation into alleged financial misconduct.
Prosecutors allege that Ulises Oseguera engaged in a scheme between October 2023 and February 2025 that resulted in the unauthorized control of earnings belonging to multiple individuals. According to the indictment, the total amount involved falls between $4,000 and $25,000.
Department officials confirmed that Oseguera served on the force for nine years before resigning in December 2025. The case originated from an internal probe led by the department’s Special Investigations Division after allegations of theft surfaced. Findings from that inquiry were submitted to the Maricopa County Attorney’s Office in January 2026, leading to the formal charges.
In a statement, a department spokesperson said the subsequent administrative review by the Professional Standards Bureau substantiated the elements of the alleged offenses, reinforcing the decision to pursue criminal charges.
Authorities have not yet released further details about the nature of the scheme or how the funds were obtained. Additional information may emerge as public records requests filed with the county attorney’s office are processed.
