California Man Sentenced for $26,000 Retail Theft Scheme in Arizona

Bay Horn defrauded TJ Maxx stores in an organized theft operation, leading to prison time, probation, and restitution payments.

Attorney General Kris Mayes announced today the sentencing of Bay Horn, a California resident, for his involvement in an organized retail theft operation that defrauded TJ Maxx stores in Arizona.

Over a one-month period in 2023, Horn and his accomplices stole $26,000 worth of merchandise by concealing items in bags, bypassing checkout points, and then fraudulently returning the goods for refunds.

“This case sends a clear message: organized retail theft will not be tolerated in Arizona,” stated Attorney General Mayes. “Criminals who defraud businesses and contribute to rising costs for consumers will face serious repercussions.”


Horn pleaded guilty on July 29, 2024, to charges of Fraud Schemes & Artifices, a Class 2 felony, and Organized Retail Theft, a Class 4 felony.

He was sentenced on August 27, 2024, to 2.25 years in prison, followed by 4 years of probation. Additionally, Horn has been ordered to pay $11,016 in restitution to TJ Maxx.
