Arizona Transportation Board Approves $11.5B Infrastructure Plan

Five-year construction program will target highway, bridge, and airport upgrades across the state

PHOENIX — The Arizona State Transportation Board has officially approved an updated five-year Transportation Facilities Construction Program, which allocates $11.5 billion for infrastructure projects aimed at improving safety, capacity, and efficiency across the state’s highway and transportation systems.

The plan, approved during the board’s June 20 meeting in Payson, focuses heavily on pavement preservation, bridge repairs and upgrades, and modernization of key facilities including intersections, ports of entry, and rest stops.

Funding for the ambitious program will come from a mix of federal, state, and local sources, including gas and diesel fuel taxes, the Arizona vehicle license tax, and county-specific sales taxes approved by voters in Maricopa and Pima counties.

ADOT to Prioritize Pavement and Bridge Improvements

According to the Arizona Department of Transportation (ADOT), $2.4 billion of the total funding will be invested over the next five years to maintain and upgrade pavement and bridges on the state highway system.

Additional improvements will feature the installation of smart technologies, new signals and signage, and the modernization of rest areas to enhance safety and traffic flow.

ADOT said the effort reflects a strategic approach to both preserve aging infrastructure and support the state’s growing transportation demands.

Highlights from the Approved Construction Projects

Statewide Projects:

  • I-17 Widening: From Sunset Point to SR 69, beginning in 2028.

  • SR 347 Expansion: In Pinal County, between the City of Maricopa and Riggs Road, starting in 2027.

  • SR 260 Lion Springs Section: East of Payson, construction beginning in 2026.

  • US 93 Improvements: Near Wickenburg, including the Vista Royale and Big Jim Wash segments, with work starting in fiscal years 2026 and 2027 respectively.

  • Douglas Port of Entry Connector: An interim road linking a planned commercial port to SR 80, beginning 2026.

Pima County Projects:

  • I-10 Widening: From Kino Parkway to Country Club Road, with new interchanges and reconstruction of existing ones starting in June 2025.

  • I-10 Expansion: From Alvernon Way to Valencia Road, starting in 2028.

  • Interchange Upgrades: Park Avenue (FY 2028), Sixth Avenue (2029), and I-19 at Irvington Road (2026).

Maricopa County Projects:

  • Loop 303 Expansion: Widening from Lake Pleasant Parkway to 51st Avenue and improving the I-17/Loop 303 interchange, beginning in 2026.

  • SR 30 Construction: From 97th Avenue to 71st Avenue, targeted for 2030.

  • SR 24 Widening: Between Loop 202 and Ironwood Road in the Southeast Valley, also scheduled to begin in 2030.

The five-year plan reflects ADOT’s ongoing efforts to modernize Arizona’s transportation system, support population growth, and reduce congestion while emphasizing long-term safety and sustainability.
