PHOENIX — Arizona’s current strategy to prevent evictions is costly and inefficient, according to Courtney Gilstrap LeVinus, President and CEO of the Arizona Multihousing Association. In a recent statement, she argued that some legal aid programs are spending more than $100,000 per eviction prevented, raising serious questions about their effectiveness.
LeVinus is calling on state leaders to pivot their approach and invest more in direct rental assistance — financial support given directly to renters at risk of losing their housing. This approach, she said, has been proven to be more cost-effective and efficient in helping families stay in their homes.
With Arizona continuing to face a statewide housing affordability crisis, LeVinus emphasized that public resources must be used wisely to achieve real, lasting impact. She said the state should prioritize strategies that provide immediate relief to renters, reduce homelessness, and strengthen housing stability.
The call for reform comes as policymakers and housing advocates explore sustainable solutions to Arizona’s growing eviction and affordability challenges.
